I can still get that if you mean the clicking sound that happens when a file is 
downloading. you press command-option-l. then I hear "clear downloads". it 
sounds like a command, like you're in history or something but actually you can 
vo-shift right or left and you have downloads and clear. interact with 
downloads then find the particular download that's happening at the moment and 
interact with that. then you get your progress indicator. at least that's the 
way it is in Mojave.
