If it is a fillable document, then I would expect any application that can read PDF would work including Adobe Acrobat Reader, Microsoft WOrd, and preview. If it is one that needs you to type in markups, even then Preview on the works for sighted people, though the gold standard on the Mac side seems to be PDF Pen Pro.
