Donna,

If you run the latest iOS, there are a few new gestures listed in settings 
accessibility voiceover that you need to look at.  They are one finger swipes 
from the top or bottom of the screen combined with sound feedback as you do so. 
 To get your dock back, I think if I remember - it’s still fresh to me - you 
swipe with one finger from the bottom of the screen until you hear a sound.  If 
you continue swiping you will hear another sound which will bring up I think 
app switcher.  These gestures are described in Voiceover settings as above.
