Units are sent out to the sstate libraries. It is up to them to determine who 
in their state gets a unit first.

You live in VA. If there aren't vets there, I don't know where you'd find them.

It also helps to ask for the advanced player, since a majority of vets are 
receiving basic players as far as I know. If you don't specifically request an 
advance player, the library sends you a basic player.

Anyway, this is not an NLS list.
