Hi Fazil. The way I can best try and explain this concept is think of a door. So if you encounter a toolbar, VoiceOver will stay focused on it but not be able to access it. This is where interaction comes into play. So when you interact with the toolbar, then you can see all the controls.
But then unless you stop interacting with the toolbar, in other words close the door you won't be able to resume what you were doing. To be honest this is a really difficult concept to try and explain in words. When I got my first mac off a friend, it took me ages to get the concept. But to be honest because of the way I've got my VoiceOver setup I don't need to do it much now. If you need any more help feel free to get in touch with the group. Hopefully someone will come up with a better explanation. But like I say it is really difficult to put into words.
