Go into VoiceOver utilities, vo right on the general tab, check the box that says allow VoiceOver to be controlled by apple script. Also, go down to commanders, vo spacebar on keyboard, select keyboard commander to on, or do vo shift an the letter K an it will turn VoiceOver keyboard commander on
