If you move cursor left, it will be to the left of the spoken character and you can delete the spoken character by pressing Fn+Backspace. If you move cursor right, it will be placed to the right of the spoken character and you can delete the spoken character with Backspace.
It is the same if you go word by word.

I think it is under verbosity/text.  You can change the announcement of text to be the character to the right of the caret. Sadly I have found this to be unreliable. That is, it works some times and other times it announces the wrong character.
I found it too flakey to use anything but the default.
