Well, My impression is that the author recommends clean installs for Windows and Macs from time to time. It sounds to me that this is personal preference. Right now, I am predominantly a Windows user and still learning the Mac. I use cloud services and external backups so I doubt I'll ever touch time machine.

I may be mixing the terminology, but still. My own search could not find any supporting articles about this being a standard recommendation, lots of details on how it is done.
