True, but I think the main difference between Mac and the PC is that PC manufacturers have extra bloatware. The author makes a great point about how doing a clean install may be faster than spending hours troubleshooting. Both Windows and Macs have the ability to detect settings from other machines on the network i.e. Mac from other Apple devices and Windows from other Windows machines. Therefore, the setup isn't as bad as it used to be.
