Prior to the M1, some VoiceOver users reported serious bugs so I believe that 
no OS is perfect.

Sometimes, the fault lies within a particular app.

One of my laptops has a Windows 10 installation on it (along with Linux). So 
far, I haven’t run into any of the serious bugs reported on the above site, but 
it appears that, with each update, some people are encountering issues. That 
could encourage them to consider the Mac more closely than they might otherwise 
have done. As noted, though, my Windows 10 installation has been stable. 
Perhaps I’m lucky. There are accessibility bugs in Windows applications, of 
course, but the same is true everywhere.

 

On the other hand, Microsoft seems to be improving the accessibility of Office 
for Mac, so this could also make the Mac increasingly viable for people who 
need Microsoft Office and who use screen readers.

 

The M1 hardware probably attracts some users, too, as you suggest.
