Hi,

It is the same command.   You can use either cmd-f5, or hold down the cmd key 
and triple press the power button/fingerprint sensor.

If you have a sighted person around, have them check if audio is muted in the 
VoiceOver Utility under the Sound category.  Do you hear any noise at all when 
you attempt to turn on VoiceOver?

I have heard of someone else having issues with their M1 MacBook Air, but that 
was after setup was complete, and I don’t believe that VoiceOver was behaving 
like you’ve explained.

I have both an M1 MacBook Air and an M1 MacBook Pro here and have not had 
anything similar happen to me.
