Hello,
I no longer have a Big Sur system to play with, but one of the settings that 
has always been around in iTunes/Music is:
checked Copy files to Music Media folder when adding to library
this setting shows up in "files" area of Music preferences for me.
This is described as:
Copy an item to the Music Media folder when you drag the item to the Music 
window. If you want items to appear in Music but also remain in their original 
location, deselect this checkbox. For example, you can keep music imported from 
CDs on your computer and save your music video files on an external storage 
device. Pressing the Option key while dragging temporarily reverses the current 
checkbox setting.
This might effect the delete function you were looking for too. I have no idea 
if they command-option-v function used to move instead of copy for files will 
work in this situation, and some how in my last couple of upgrades, I seem to 
have lost all the music that was on my computer  so I can't do any testing for 
you.
