Abbyy FineReader was replaced by FineReader PDF, but I’ve not yet bought that to discover its accessibility. Of course, though not using the same intelligence present in macOS, it is very good at turning documents into formatted text and is made for the purpose. You’ll probably want to use a flatbed scanner. It’s not like using the accessible Windows solutions, and it isn’t compatible with the FS Pearl camera, but it’s accessible enough to use and easy to automate and script as well.
