I suspect that it’s asking you to enter your password for the computer.  
Upgrading from Mojave to Monterey is perfectly normal and supported.  If just 
entering your password then pressing return does not get it started, use the 
Application Chooser, VO-f1-f1, down to system Dialogs, and there should be an 
authentication dialog waiting for your attention.
