Hi, That is a good call. To turn it off, when you’re in Safari, bring up the App Switcher, then use the rotor to twist to Screen Recognition. Swipe up or down until you hear “Off”, then twist the rotor to get off of Screen Recognition. Go to the Home Screen, and re-open Safari to see if it behaves better now.
