Actually, if there is an on screen notification, you should be able to place 
focus on the notification by pressing VO + N, then use your Down Arrow key to 
select the desired notification.
Once selected, you can use the Actions Menu (VO + CMD + Spacebar) to select the 
desired action.
This is no different than what was done in big Sur.
