I cannot find where to view my Outlook account. I'm using the
https://outlook.live.com/owa/ address. I wonder if Microsoft change
something within the past month. The latest message is a month old and
there should have been more.

I think so. Any client software you use it with should report an error
message fairly quickly if not. You can definitely access that address
via the Web (and work with mail from there if you have an Office 365
"work or school" account).
