I believe you can configure  the triple tap of the finger print sensor to 
toggle voice command.
I also just checked and there is a action in shortcuts to turn on/off voice 
control.
One can also add additional vocabulary to Voice Control, when my wife was 
having wrist trouble, I helped her set up voice control and one of the things I 
did was have a command that inserted her office address. Most items that are in 
the menus can be executed with voice command with one command, you don't need 
to say click file menu (wait for the chirp ) and then say click open.
