I’ve also never been able to change the playback destination for voicemail messages, either. I’ve tried both on SE 2 and SE 3 phones. Calling your voicemail does sound like a better option, but this issue is probably something Apple should know about, if they don’t already.

It's just much easier. But the destination picker, would allow you to tap on it, and choose the speakerphone if you want it.
