If I delete an item like a photo from my phone. I’m being told it will erase from the cloud.

Your iCloud data is not on your computer, it is in the cloud. Wiping your computer will not affect data that is in iCloud. You don't have anything to worry about. The assistant will ask you to sign out as part of the process. But even if it didn't, only deleting data from within an app that's syncing, like Photos, would result in deletion from iCloud.
