You can enable offline from the shortcut menu on a directory or file. Or set 
your sync settings to Mirror, which will bring your entire Google Drive onto 
your computer, which will of course always track changes. I don't use Google 
Drive much, but Google has lots of documentation on this if you do a quick 
search.
