This is an easy fix.

1.  Open System Settings > Keyboard.
2.  Navigate to the "Keyboard Shortcuts"… button, and press VO + Spacebar to 
activate.
3.  You are presented with a secondary settings dialogue.  On the left side of 
this dialogue is a Sidebar, with a list of categories.  Interact with this 
Sidebar, and navigate to Function Keys, which is second from the bottom of the 
list.
4.  Stop interacting with the Sidebar, and using VO + Right arrow, navigate to 
the item labled "Use F1, F2, etc. keys as standard function keys”, and set this 
toggle to On.
5.  Now use VO + Right arrow, to navigate to the Done button, and activate to 
close the secondary dialogue.
