Certainly the Chromium browsers have a caret browsing mode by pressing F7, which then allows the cursor keys to move the cursor and VO will then read what moves under it. It might be worth looking up how it's done in Firefox, then trying that. This is configurable in Safari too, just not in the browser's settings, but VO Utility.
