I mean yes, there’s probably a file that contains your Mail rules somewhere in your Mail data folder that could be copied, but I think the problem is that somehow they’re not being triggered for you. Make sure each of them is enabled in Settings, not merely present in the list (tickbox in each row is ticked).
And I concur with the view that, where possible, server-side filtering is always preferred. It’s just one less battle to fight, and it actually works efficiently and immediately, without you needing to keep mail running. Mail rules might make sense on a drone machine that aggregates mail from multiple accounts, or uses scripts or other advanced actions, but in general the mail server will always be the best place to do this.
