There is no keyboard click, just sound and haptics under keyboard
feedback. Both are on and I do not hear clicks when using a Bluetooth
keyboard.
On the iPad instead of keyboard feedback it is keyboard clicks. and
since there is no haptics, that option is a switch not a button. And
clicks work there.

as after I put it to sleep I will hear the clicks. However, when entering
passcode during other transactions, such as if the Face ID doesn’t work or if
I’m not quick enough with the Face ID, or as part of an app, I often time will

ensure clicks happen all the time. So I may be seeing what you are seeing.

Not sure where this is enabled, but you should make sure that you have not
enable Silent mode, because this will squelch typing feedback.
