Apple Accessibility confirms that the native apps cannot share
Voiceover audio. They passed along an enhanced request for this to be added.
They also shared that customers have used an app called Loopback by
Rogue Amoeba. I have not yet installed the app.

then record it.
I think the easiest, and least expensive way to do this on a Mac, is
by using the Zoom desktop client.
Simply start a meeting in your personal Zoom room, then initiate
Screen Sharing, and share your computer’s audio.
Once you have this going, start a local recording, which should
capture VoiceOver, and any other audio from your Mac.
