It is possible to assign keyboard shortcut in voiceover utility to toggle speech on and off in the category Commands. I have done this to make sure I can mute and unmute speech in this way. You do this by launching Voiceover utility with vo+F8, going to Commands, enabling right option key and then activating edit to see which shortcut keys are already assigned, and then assigning your own combination or editing any existing ones.
