I have the series 10 but I experienced similar issues as you. It also seems to lock even though I don't move my hand when I scroll the watch. VoiceOver seems to be very unreliable on the watch so I think it's the version of watchOS that might be the problem. Have you reported it to the accessibility team? I use the beta version so I will report my issues on the Feedback app I am not a squeakertoy
