Just wondering are there certain places where you are located when the
issue happens?
I do not use, have actually never seen an apple watch.
Still, just objectively, it seems like it might be tied to the watch's
ability to draw on whatever it uses to sync..hotspots, WiFi, those sorts
of things.
more slightly network tied if that resonates?

I’m using Siri voice 4. The problem is intermittent, so it’s not easy to
confirm whether the problem is related to the use of a specific voice.

I have the series 10 but I experienced similar issues as you. It also seems to
lock even though I don't move my hand when I scroll the watch. VoiceOver seems
to be very unreliable on the watch so I think it's the version of watchOS that
might be the problem. Have you reported it to the accessibility team? I use the
beta version so I will report my issues on the Feedback app
