I'm not sure if this is the answer you're looking for but if you're looking to 
simply lock the VO keys then yes you can.  Press VO+; and you will lock the VO 
keys so you can navigate with the arrow keys or anywhere you need to press 
VO+another key you simply have to press that other key without worrying about 
pressing VO.  to unlock the VO keys just press VO+; again.
