Hi Kevin,
Wave Burner is fairly VO accessible, I've been using it for about 2 years. Some of the buttons need labeling but you can even name the tracks and change track start ids.

As for other accessible burning applications, try Toast. I remember seeing that on a VO compatible page. I'm not sure if Wave Burner is VO accessible, but it will bit accurate CDs if that's what you're looking for.
