I did the update and everything was fine. Running 10.6.4 here on the 2.26ghz core 2 macbook Pro. I *didn't* have Voiceover on when I restarted, but because I use Zoom, Voiceover did come on and tell me that I need to install the software before I restarted, and then I tabbed to the install and restart button (the default). It then gave me the progress bar. You could try and repair permissions from your os install disk.
