Hi, No, they are two different features.
You are correct, though, in that Call Forwarding has to be checked. The call will still be sent to voicemail, however, it will not stay unchecked. There is a setting which governs the duration of an incoming call when someone is calling, but I can't find it at the moment. That governs when the call is actually dropped and sent to voicemail and different from the other feature. Forwarding is when it has something to do with a number, and in this case, it isn't. For example, I don't have a number, but I can still set voicemail and customize it.
