Hello Gregg. To make these changes you need to stop Voiceover from tracking the cursor. Before you stop interacting with the body of your document, turn off the Voiceover Tracking and then stop interacting. You will find that the buttons become available. I found this out while working with my trainer at the Apple Store. Also, consider using styles whenever you can, it makes life much easier.
