If this hasn't been answered yet, and because I think Keyboard Commander rocks 
the fox' socks... and cause I get to play with bullets...
 •1) Open Open Vo Utility and navigate to Commanders, choose the keyboard tab.
 •2) Click the "add," button.  You'll be in the text box to add the one and 
only one character that accompanies your press of the option key to activate 
the commander.  In my example, I pressed C because I wanted to press right 
option C for Calculator.
 •3) press Tab once; you'll hear a Menu button. Press space to open the menu; 
navigate to "custom submenu.  press right arrow once, the first thing you 
should hear is "open application."  Click this.
 •4) You'll be presented with a file browser already pointing at the 
Applications folder on your root. Navigate to the application you want, in my 
example, I navigated to Calculator, then VO right once to "choose button."  
Choose it, and you're good to go.Ical *IS* in the Applications folder, I 
confirmed it, so this example would work to set Option I to open Ical.  . 
 •3) (Five sir, five!) Right.  There is no fifth thing.  I just like bullets.

BTW:  I do not know at all why Option S crashes VO, unless it's because you're 
using the Left option key and not the right, because my right option S does not 
crash VO but launches Safari.
