The problem is that Angel does not support Safari. In other words, it's not a VoiceOver issue. If Explorer or FireFox were accessible with VO, you would be able to use them, since Angel supports these browsers.
In the short-term, I'm afraid your only options are to use Windows or, maybe, Ubuntu Linux. In the longer-term, it may be worth our while to write to Angel, asking them to begin supporting Safari.
