Hi Carolyn, If you bring up the Preferences menu for Safari with Command+comma, and then navigate to the General Tab, then navigate to the Pop-up button and press it (VO-Space), you can chose "Other…". This brings up a dialog window that you can navigate with the same shortcuts that you use in Finder. Specifically, try the shortcut combination Command+Shift+G (for "Go to Folder"), then type into the text box: ~/Downloads that's an initial tilde (the leftmost key under the escape key, shifted -- which is a shortcut for the current user's home directory), followed by a slash, followed by the word "Downloads" (with a capital "D")
Then press return, and your default location for saving downloads will be the "Downlloads" folder under your account. I hope this is the location that you want. HTH.
