I would take the lower price. I have not personally dealt with the Hovercam folks, so I don't know about their customer service and so forth. Still, the site, last I saw, said "Shipping on March 17th". It's quite a long time after that now, so one supposes you can get it shipped to your door at that price. Although, that the shipping status hasn't changed makes me shake my head a bit. And, before anyone asks, the answer is, "I really don't know, sorry.
