I would expect that Voice Over is very sluggish for you. Usually when something is between 93-110 percent CPU I have found that one of the threads of the process is in what computer scientists call Infinite Loop. Yes, I know that Apple HQ is at 1 Infinite Loop, but still this is not a good thing and the sometimes the only solution to this is a force quit or kill. My VoiceOver when working normally is at 10-15% CPU.
