Hi Max, You should find that Option-Cursor up/down moves by paragraph and FN-Option-Cursor up/down moves by one screen.
If you want to navigate by a whole page in Pages, go to the View Menu, choose Zoom and then choose "Fit Page". Now, pressing FN-Option-Cursor up/down will move to the next or previous page. HTH.
