Control up and down somehow doesn't work for me since it only reads one line of the paragraph i jump to. The key combination that did allow me to read by paragraph and jump back and forward between paragraphs with ease was shift-VO-FN plus up or down arrow. This really makes navigating in pages much easier for me. It is a bit hard to press all those keys, so it is worth defining another key combination for it.
