Hi, as far as I'm aware, controling flash is completely inaccessible. Voice-Over just ignores Flash as if it's not there. I wasn't aware of this when I first got a Mac (just a week ago) so emailed Apple Accessibility for more information. Below is there response:

Apple has reported this issue to Adobe over the years and they have announced plans to fix it, you can see their blog post in the link below: http://blogs.adobe.com/accessibility/2010/03/flash_player_and_flex_support.html We would encourage the you to contact Adobe and request that they implement the changes that will make Flash content accessible.
