Hi Darren,

O believe that the option you checked to "Show Universal Access status in the 
menu bar" is meant to display your current settings for information purposes 
rather than provide a short menu of options you can change.  I have this option 
selected to check status, for example, when I activate features like Mouse Keys 
and want to check whether they are turned on or off.  If you actually want to 
change the options that are dimmed, after you navigate to this menu with VO+mm, 
press "u" to navigate to the "Universal Access Preferences…" menu option, which 
should be undimmed, then press "Return".  This should bring up the "Universal 
Access" menu under "System Preferences", and you can make any changes that you 
want there.
