This appears to be a problem specific to that check box. When I got it to 
stick, instead of saying "Welcome to Mac OS X" etc, it went into the spiel 
explaining what VoiceOver is, that you get when OS X has just been installed, 
and you have to press "V" to get out of it. However, come to think of it, it 
does say "Display welcome dialog when VoiceOver starts" and a welcome message 
is not a dialogue.

When I have my BlueTooth Braille display connected, I get no VoiceOver On 
message, but when there's no display connected, I hear "VoiceOver On" but not 
the rest of the welcome message. I suspect it just gets squashed by whatever 
else VoiceOver has to say.
