Just my thoughts regarding web browsing and other problems.
When you think it is related to VoiceOver, please please email

[email protected]

and provide them with a detailed report on what you were doing when the problem 
occurred and what the actual problem is. Even though you may or may not get a 
response, again please don't forget to contact Apple.
Also, use the report bugs to Apple menu item in Safari to report problems as 
well.
Another thing to do is this. If you have AppleCare, please contact technical 
support and report your problem.I suggest that after you speak with the first 
representative, ask to talk with a product specialist. In this way, your 
support request will be escalated further up the chain to engineers.

I know that sometimes it is frustrating not to get an actual response or 
specific answer to any of the problems you may be having, never the less, Apple 
really does need to hear from its product users through as many channels as we 
can use.
I am sure that any Apple Developers on the list are also doing all they can to 
correct problems as well.
