You can set notifications so that a message will be sent to your E-mail telling you of a missed call, but not of missed chats. For that, you go to the first unmarked table in Skype, underneath the tool bar, and interact with it; VO down until you hear "recent." Anything under that and before "History," is your missed events or actions.
