Hi Bill, those options are under the users and groups preference pane in system preferences. ONce you click the users and groups button, you'll find an item that'll say Users, groups, and log in options, list. Interact with that, and go down to log in options. Stop interacting, then if you VO-right arrow from there, you'll find both the settings you want, to control auto-login, and whether VoiceOver will start on the log in screen or not. HTH.
