Thanks for the suggestion. The preference file is the one i previously checked. 
Com.apple.VoiceOver4.local.plist 

For some reason the gestures still won't save.

I've also noticed that when creating a gesture in an activity, and changing a 
gesture back on the global commander settings, if there were no customizations 
on the activity, the change from the global don't reflect on the  activity 
itself. This can quickly become messy when using multiple activities  and i'm 
reporting this to apple as i don't think people want to be chasing down 
inconsistencies in gestures where global ones take precedence over non 
customized activity ones.
