Not 100% sure what you are asking. What I think of when navigating by letter is the usual ability to jump to something in a set of items by hitting the first letter or two to match an item's name. For example, if I do a VO-M to jump to the menu bar I can then hit the letter O to go to the Options menu or whatever. If I have a window with a list of files open I can hit U to jump to the first file (or folder) that starts with U. If there is more than one, such as Updates or Users I can quickly type "US" to jump to Users. Maybe there is some other feature I'm not as familiar with.
