Could you mean navigating by character? You can do that in a text editor with the arrow keys. In Safari, it's a bit trickier, as you first have to interact with the text. You can also press VO-c to read the current character or VO-w twice to spell a word. This is all without Quick-nav. If you want to use quicknav, you can first turn it on by pressing the left- and right-arrow keys simultaneously. Then press the down-arrow and left- or right-arrow keys to cycle through modes. You can toggle quick-nav off again with left- and right-arrows.
